Since January 2001 I am president of TAKIS, the world association on cybernetics, informatics and system theory. This organisation originated in 1983 at Namur, in the Association Internationale de Cybernétique (AIC), after Prof. Dr. Ing. Georges R. Boulanger, founder and president of AIC, had died. The aim of TAKIS was and remains, to continue also outside of Namur the tradition of the organized cybernetics. This tradition, started 1956 at Namur, culminated there, in 1980, at the 10th International Congres on Cybernetics, in the introduction of the International Language (ILo) of Doctor Esperanto as third language of our congresses. The most important consequence became the decision to found the International Academy of Sciences (AIS) San Marino, whose main language is ILo, and where cybernetics became the first of six sections. The presidents of TAKIS from 1983 to 2000 have been Prof. Dr. Helmar Frank (Germany), Prof. Ing. Aureliano Casali (San Marino) and Dr. Dan Maxwell (USA). During this time there were organized by TAKIS, following to the model of the 10th Congress six further International Congresses on Cybernetics in several European countries (parallel to the same number of AIC-congresses at Namur), and I am preparing now the seventh congress of this series for 2002-09-02/06 at the University of Nitra (Slovac Republic). As a former member of the (in 2000 liquidated) AIC you are cordially invited to participate in this congress, to submit a paper and to get a member of our association in order to continue the tradition started by Georges R. Boulanger in 1956 at Namur.
Dès le janvier 2001 je suis présidente de TAKIS, I'association mondiale de cybernétique, informatique et thréorie de systèmes. Cette organisation jaillissa, en 1983 à Namur, de I'Association Internationale de Cybernétique (AIC), après la morte de son président-fondateur, Prof. Dr. Ing. Georges R. Boulanger. Le but de TAKIS était et reste, continuer aussi en dehors de Namur la tradition de la cybemétique organisée. Cette tradition, entamé 1956 à Namur, conduisait 1980, au IXe Congrès Internationale de Cybemétique,. à l'introduction de la Langue Internationale (ILo) du Docteur Espéranto dans nos Congrès comme troisième langue. La conséquence la plus grave fût la fondation de I'Académie Internationale des Sciences (AIS) San Marino, dont ILo la langue principale, et la cybernétique la première de six sections. Les présidents de TAKIS de 1983 à 2000 étaient Prof. Dr. Helmar Frank (Allemagne), Prof. Ing. Aureliano Casali (San Marino) et Dr. Dan Maxwell (Etats Unis). Pendant ce temps avaient eu lieu, conformes au IXe Congrès, six congrès internationaux de TAKIS dans différent pays européens (en parallèle au même nombre de congrès de l'AIC à Namur), et je prépare maintenant le septième congrès de cette série pour 2002-09-02/06 à l'Université de Nitra (Slovaquie). Comme ancient membre d'AIC (liquidée en 2000) vous êtes cordialernent invité à participer ce congrès, d'annoncer une conférence et de joindre notre association pour continuer la tradition comencée par Georges R. Boulanger en 1956 à Namur.
Ekde la januaro 2001 mi estas prezidantino de TAKIS, la Tutmonda Asocio pri Kibernetiko, Informadiko kaj Sistemiko. Ĉi tiu organizo devenis, en la jaro 1983 en Namur, de la Association Internationale de Cybernétique (AIC), post la morto de ties prezidanto kaj fondinto, Prof. Dr. Ing. Georges R. Boulanger. La celo de TAKIS estis kaj restas, daŭrigi ankaŭ ekster Namur la tradicion de la organizita kibernetiko. (Ĉi tiu tradicio, lanĉita 1956 en Namur, kulminis en 1980, okaze de la 9-a Internacia Kongreso pri Kibernetiko, per la enkonduko de la Internacia Lingvo (ILo) de Doktoro Esperanto en niajn kongresojn kiel ties tria lingvo. La plej grava konsekvenco fariĝis la fondo de la Akademio Internacia de la Sciencoj (AIS) San Marino, kies precipa lingvo estas ILo kaj kie la kibernetiko estas la unua de ses sekcioj. La prezidantoj de TAKIS de 1983 gis 2000 estis Prof. Dr. Helmar Frank (Germanio), Prof. Inĝ. Aureliano Casali (San Marino) kaj Dr. Dan Maxwell (Usono). Dum ĉi tiu tempo okazis, laŭ la imit-modelo de la 9-a kongreso, ses internaciaj kongresoj de TAKIS en diversaj eŭropaj landoj (paralele al la sama nombro da kongresoj de AIC en Namur) kaj mi estas preparanta la sepan kongreson de ĉi tiu serio por 2002-09-02/06 en la universitato de Nitra (Slovakio). Kiel iama membro de AIC (ĉi tiu asocio estis likvidita en 2000) vi estas elkore invitita partopreni en ĉi tiu kongreso, anonci prelegon kaj aliĝi al nia asocio por daŭrigi la tradicion komencitan de Georges R. Boulanger en la jaro 1956 en Namur.
The membership fee of TAKIS, 40 Euro, includes the receiving of our official journal GrKG / Humankybernetik, which appears quarterly in four languages, and --- if you are interested -- also the membership in the cybernetic section of AlS. (By adding other 25 Euro you will be also a supporting member of AIS.) The inscription fee for the congress at Nitra next year will be 20 Euro for our members and for students, 60 Euro for other participants.
I hope that, as a consequence of this letter, we will have a sufficient number of members also in the domain of the French language so that we can continue the traditional use of French.
La cotisation annuelle de TAKIS, 40 Euro, inclût l'abonnement de notre revue officielle (en quatre langues) GrKG / Humankybernetik et -- en cas d'interêt -- I'appartenance à la section cybernétique de l'AIS. J'espère, que ce circulaire aboutira à un nombre suffissant des adhérants aussi de la région francophone, afin que nous pourrions continuer l'usage traditionelle de la langue francaise.
